Always check these things before you ride a Classic Bike: both hand brakes, tire pressure on both wheels (with a squeeze), bell, resistance when turning hand shifter, kickstand does not dangle, seat height, bungee cord on basket, turn the pedal backwards a few times to check for undue resistance. All of this takes about 60 seconds. Never forget to do this. Also, always pull on the bike somewhat firmly to make sure that it was docked properly before you begin to unlock.

I had a similar situation where they charged me $104 for 24 hours because a bike didn't dock properly. I called it in like you did, but luckily I also took pictures and video of the situation. Once I sent those in they immediately removed all the charges.
