Point Incentive/Reward for Bikes Proximal to Full Docks

I've started enjoying moving bikes for Bike Angels on Capital Bikeshare and have noticed that there are some chronic stations (namely the 3-4 docks in Georgetown) that hit capacity and then might have almost a dozen more CaBi bikes parked around them. It'd be great if there was a way to incentivize taking the bikes proximal to a full station as well since they tend to be the ones more "in-the-way" of sidewalks and pedestrian areas than the bikes parked at docks. I understand that might not be possible with the coding or the way the map software works but... just a thought.

Also, as more and more docks roll out that charge e-bikes, having an incentive to move e-bikes (or low-power e-bikes) to those docks might cut down on the need for the crews swapping batteries out and whatnot.
