Riding with a second bike ??!?

This morning on my ride to work I saw an abandoned e-bike on the Greenway. It was still there on my way home so I thought I'd be a virtuous angel and rescue it. 

I was riding a regular citibike and tried to ride while pulling the e-bike along, as I have seen others do but it was impossible!! I almost fell off trying. 

How do people do that? Any tips? I often see bikes abandoned on the Greenway, in parks etc and it would be much easier to return them to a dock if I could ride dragging a second bike along.
